THE INEFFICIENCY DECORATION (ID)

Inspired by the Slavovian Civil Service, this award is issued for following their lead in the extreme.

The inefficiency decoration is issued for:

a) A single act of inefficiency (bungles, fumbles, bobbles, oversights, screw-ups, errors of judgement, miscalibrations, wiring faults, miscalculation of winds (snipers only), gross misappropriation of funds, not carrying the two, etc) resulting in world-wide cataclysm of Warner Brothers Cartoon proportions; or

k) Continual inefficiency which serves to "bugger things up" a lot

Note: Dead Paeple are not eligible on account of the fact that the dead are by nature too efficient.
